O espaço social dos formuladores da política pública em bioeconomia no Brasil

Abstract

The paper assesses the configuration of the social space of the National Bioeconomy Commission (CNBio), the main decision-making body for the formulation of public policies focused on the bioeconomy in Brazil today. Based on the sociological approach developed by Pierre Bourdieu, we situate the production of public policies within a field, discussing an analytical alternative to conventional perspectives in the literature, which are based on the concepts of networks and communities of public policies. Our emphasis is on the formal analysis of the agents’ positions, involving the collection of secondary data on their trajectories and forms of capital and the modeling of the CNBio’s social space configuration using the statistical technique of Multiple Correspondence Analysis. Our findings reveal that this deliberative space tends to be polarized based on two main oppositions. The first stems from the distinctions between the trajectories and properties of individuals who are more economically oriented and those more focused on civic or cultural interests. The second is associated with the opposition between individuals who are more politically oriented and those with a more technical-scientific stance. In general, the social space analyzed is characterized by a relative balance of power between the various groups, which tends to increase the importance of strategic actions in policymaking.
